History

Sallyport was founded in 2003 to support the post war reconstruction efforts in Iraq, and has since expanded its operation throughout Central Asia, the Middle East and Africa, in support of U.S. foreign policy initiatives, commercial ventures, and development projects.

Initially, Sallyport focused on mission-critical procurement and logistics support for security companies operating in Iraq. However, in 2004, it was awarded an Aviation Logistics Services contract and was tasked to transport Iraqi police trainees between Jordan and Iraq. Over the following two and half years, Sallyport flew 1200 flights and moved over 130,000 personnel in, out, and around Iraq.

By the fall of 2004, Sallyport had completed a four block compound in Al Mansur, Baghdad, to support the Louis Berger Group’s US Agency for International Development contract in Iraq. Today this compound is the largest USAID facility in Iraq and supports seven different USAID and World Bank projects.

By 2006, Sallyport had begun to diversify its business and made the leap to conduct significant work outside Iraq under task orders from the U.S. Air Force Contract Augmentation Program (AFCAP).

In 2007, Sallyport expanded operations to Kuwait, New Mexico and Missouri, providing fire services under AFCAP.

In 2008 and 2009, Sallyport moved into Africa, and established its first operations in South Sudan to support initiatives of the international community in that war-torn region. It formed a partnership with Arkel, who has decades of experience in Sudan, and worked on substantial construction projects for USAID and others. During this period, Sallyport also began providing services in the Kyrgyz Republic under AFCAP.

Throughout 2010, Sallyport worked hard to expand into a number of key markets such as Afghanistan, Djibouti and Pakistan, and established partnerships with companies such as URS, Blue Hackle, Arkel and AECOM, that continue to provide exciting opportunities around the world.

In March 2010, Sallyport’s expertise in HAZMAT and remedial services was recognized, with the award of three task orders under AFCAP, all at al Udeid Air base in Qatar: The Iraq Environmental Remediation Project, the Iraq Hazardous Waste Treatment Project, and the Civil Engineering Work project.Thereafter, Sallyport won significant contracts almost every month throughout 2010.

In April, it began building the Sudan Radio Station; its third major construction project in South Sudan for USAID.

In May, it provided 100 skilled tradesmen to URS’s Navy construction project in Djibouti.

In June, a collaborative bid with URS and Berger came to fruition when they were awarded the AFCAP Civil Engineering Support Task Order at Joint Base Balad.

In July, Sallyport was awarded contracts by AECOM Development to build two compounds, one in the International Zone, Baghdad and another in Mansur.

In late August, it won a competitive bid to assume control of International Relief and Development’s security requirements in Iraq.

The overarching theme in Sallyport’s history has been an energetic drive to diversify, both in terms of services, and specialties, but also in regions, clients and personnel.

In August, the award of the contract to provide Fire & Emergency Services to KBR under LOGCAP III, was to crown these efforts, and propel Sallyport into a different league of contingency support. The demanding requirements of the contract, including the deployment of 500 personnel across 22 sites, made Sallyport the only provider of fire services on military installations in Iraq, and the largest fire department in the Middle East. The rest of 2010 saw several new and prestigious awards on the security side of the business, in particular, the Omnibus Life Support Contract to provide O&M services to bases in Iraq carried by DoD.

The last months of 2010 also heralded Sallyport’s entry into South Asia, with contracts in both Afghanistan and Pakistan, the former, providing food services to the EU Policing contingent and the latter performing specialist training services to the Pakistan army.

So far this year, Sallyport has been subcontracted to provide life support and accommodation services to University Research Co. LLC and Management Systems International for their USAID contract to support the Iraqi Ministry of Health (MOH), the National Centre for State Courts (NCSC) in Baghdad, Basra and Irbil and received a four-year subcontract on the recently awarded USAID Tarabot project. Additionally, Sallyport selected JAMIS as its primary Enterprise Resource Planning vendor and DC Capital Partners, LLC made a strategic investment in Sallyport through one of its portfolio companies, Kaseman, LLC.

2011 looks set to be another significant year in Sallyport’s history. The referendum in South Sudan was a turning point for the country, and Sallyport continues to be a force for good on the ground, as it delivers the Medical Facilities Renovation Task Order, and supports other the AECOM projects under AFRICAP. Likewise, Sallyport operations in Kyrgyzstan, Afghanistan, the Middle East and elsewhere, continue to enable our clients’ missions and successfully complete their projects. Largely carried out in the most extreme and remote environments imaginable, Sallyport is proud of the efforts of its staff, its clients, partners, and suppliers, and looks forward to continue to play its part in future initiatives.
