Overview:
In June 2005, the Department of State (DOS) and Bureau of African Affairs Africa Peacekeeping Program (AFRICAP) awarded a $500M contract to PAE, a Lockheed Martin Company. The purpose of the AFRICAP program is to enhance African countrys' capacity to prevent, manage, and resolve conflict on the continent. It provides for counter-terrorism as well as African-led peacekeeping operations by training and equipping African militaries, constructing military camps, and providing logistics support and equipment
Scope of Services:
PAE approached Sallyport thru its JV entity ASGS to establish the Division Headquarters and Military Post for the Sudan People's Liberation Army (SPLA) in Duar, Sudan. ASGS designed, engineered and constructed a command and control center which consisted of 2500 square meters of facilities for housing 1100 people. This included a battalion headquarters, a storage facility, barracks, a fuel station, a vehicle maintenance building, kitchen and dining facilities, a communications building, medical facilities, latrines, a water system, an electrical system, and a sewage system. ASGS sustained its personnel and operations in this remote area in the still-contested Unity State of South Sudan and also dealt with political, demographic, and geographic issues, all of which impacted project logistics
- The site chosen for the base was a recently drained swampy area subject to flooding by the Nile. In order to create a level and permanently dry platform for the base, ASGS grubbed and cleared the site, and then sourced and imported enough murram (over 1,500 trucks from a quarry 150 Km away) to raise the site 350 mm. Foundation and slab systems for building units were installed as a base for the RLB housing units, which were manufactured offsite. Reinforced concrete equipment pads, and miscellaneous pads were also poured. Cement had to be flown in from Nairobi as there were no local supplies
- Provided plumbing, electrical, and utilities trades. We designed, specified, procured and installed the water and electrical systems, SAT, TV and LAN system conduit, septic systems, power generation, power grid, reverse osmosis unit, and four stage purification units. To support this project ASGS hired and mobilized qualified expatriate and TCN staff, and trained locals as apprentices.
- As the project site was inaccessible by road from the south, ASGS developed relationships for transiting northern Sudan as well as identified transport that could survive the poor road conditions and weather problems
- Established logistics hubs in Higlig, Bintu, Rumbek and Juba as well as regional relationships to ensure material and equipment availability. Sourced fabricated steel, utilities and equipment, as well as large quantities of other commodities to complete the project across six countries and used all modes of transport
- Built a full service camp for our work force, with all necessary equipment to operate remotely and secured local labor resources for the camp's construction and procured heavy construction equipment through local sources. More than 130 local personnel were trained as operators of heavy construction and earth-moving equipment
- Established a construction safety program adhering to OSHA standards and quality control program, built the facilities, a perimeter wall of reinforced solid cement and block with concertina wire, a soccer field, a helicopter pad a parade ground, a road way system, culverts, concrete drainage channels, parking areas, and security gates. Sallyport also provided all landscaping including the planting of grass, flower beds, 100 trees, and installation of the irrigation systems
- With superior project management and daily reporting of all construction activities, Sallyport completed construction of the camp which was built on time and on budget. Today, the facility houses 1100 troops
