Overview:
Manas Air Base is a United States military installation at Manas International Airport, near Bishkek, the capital of Kyrgyzstan operated by the U.S. Air Force. The base was opened in December 2001 to support U.S. military operations in the ongoing war in Afghanistan. Sallyport under the Air Force Contingency Augmentation Program (AFCAP) Contract working for URS has integrated operations and maintenance personnel into an operational Air Force Squadron known as the 376th Expeditionary Civil Engineering Squadron (ECES) since May 15, 2008.
Scope of Services:
Sallyport has taken over for the 376 ECES, HVAC, Electrical, Utilities, Heavy Equipment, Entomology and Liquid Fuels Maintenance duties for Manas AB. Working for our USN Superintendents and Foremen are Host National tradesmen, admin clerks, supply clerks and translators. Our staff has provided daily Operations & Maintenance to the base as well as light construction. To date, we've performed over 7000 Job Orders and 600 AF332 Work Orders.
Sallyport has maintained a 99% flawless record of Performance Assessment Reports (PARs) provided by the 376 ECES/Superintendent and QAP for our contract.
- 376 ECES/CEO: The Sallyport Project Lead acts as the 376 ECES/CEO or Chief of Operations. The Sallyport CEO is fully integrated into the Squadron and works directly with the Squadron Commander and First Sergeant to facilitate daily work schedules, reporting, dig permits, future work requests and special requests.
- Structures: Performed light wood construction throughout the base to include new stairs, cased openings and decorative wood overhangs. Responsible for over 50 roll-up doors, 5000 man doors, locks, handles, hinges, panic hardware and closures and for maintaining the keys and cipher locks for each of the doors on the base.
- Fire Detection System Maintenance: Provided monitoring and maintenance for fire suppression and warning systems in over 230 numbered facilities at Manas. The fire detection system maintenance team worked in concert with Sallyport Fire Services at Manas to respond to any alarms and to support the function and availability of all systems there.
- HVAC: Performed daily preventative maintenance to numerous heat and air systems throughout the base. Responsible for maintaining over 1600 large, small and medium A/C and heat packages as well as 250 exhaust fans, 16 stand-alone freezer units and 200 expeditionary heater units.
- Heavy Performed light concrete work throughout the base. Responsible for the maintenance, sweeping and snow removal for over 195,000 square meters of taxiways, ramps and runway and performs heavy equipment service for perimeter roads, gravel and sand applications.
- Utilities: Responsible for over 58,000 linear feet of underground water distribution lines, 20,000 linear feet of waste water lines and 80 latrines throughout the base. Address water main breaks, stoppages, leaks as well as coordinate with the Host Nation water treatment plant where our supply pumps are located.
- Electrical: Responsible for over 30,000 linear feet of secondary electrical cabling throughout the base. Repair breakers, switchgears, SDC and heavy transformers as well as lighting and outlets.
- Entomology: Responsible for the overall reduction of pests to over 1500 square meters of base. We observe and maintain habitats for wild birds, reptiles and other flora and are knowledgeable in all areas of aeration sprayers, pesticides and solid pest management solutions.
- Liquid Fuels Maintenance: Performed routine maintenance to repair fuel leaks, signage, markings, grounds, pumps, meters, replace filters and tank gauging components; perform site preparation, installation, removal, maintenance, replacement, repositioning of tanks/drums and containment apparatus as required. We also perform maintenance of hoses, pumps, meters, containment and tank gauging.
- CE Customer Service: 24/7 nerve center for all of our operations at Manas AB. Customers call in day and night with repair requests, tool allocation and forklift service. We provide the Squadron with all of their supplies and send out base-wide weather warnings and maintain the mail, radios and cell phones for the Squadron.
