Overview:
Manas Air Base is a United States military installation at Manas International Airport, near Bishkek, the capital of Kyrgyzstan operated by the U.S. Air Force. The base was opened in December 2001 to support U.S. military operations in the ongoing war in Afghanistan. Sallyport, under the Air Force Contingency Augmentation Program (AFCAP) Contract, has integrated civilian firefighters into an operational Air Force Squadron known as the 376th Expeditionary Civil Engineering Squadron (ECES). The 376 ECES Fire and Emergency Services Flight provide the full gamut of emergency services found at any other U.S. Air Force Installation.
Scope of Services:
Staffing is divided between two fire stations and firefighters are responsible for providing NFPA Category 8 ARFF firefighting services to U.S. and coalition aircraft (KC-135s, C-17 Loadmasters, C-5 Galaxy's). In addition fire suppression and fire prevention services are provided for 242 facilities, spread over three geographically separated areas on 1.99 square miles of leased property. Emergency Medical Technicians provide emergency medical services (EMS) to approximately 1,000 personnel comprised of U.S., French and Spanish military as well as contractors, DOD civilians and host nation employees. Sallyport firefighters have also teamed with other base agencies to provide HAZMAT Technician response capability for CBRNE incidents. Trained and skilled personnel are available 24/7 to provide technical rescue services as well as top-notch EMS care.

- Approximately 625,608 square feet of real property is inspected on an annual basis
- Provided support to Kyrgyz fire and emergency crews when a Boeing 737 passenger plane crashed while taking off from the Bishkek International Airport en route to Iran
- Responded to over 475 emergencies involving aircraft, structural, medical and miscellaneous emergencies
- Completed a total of 486 facility inspections and identified 575 discrepancies within those facilities and facilitated the correction of each
- Established a robust fire safety and education program, policies and procedures to ensure that all U.S. and Coalition occupied facilities meet NFPA and Air Force standards. A total of 1,249 personnel have received training thus far from Sallyport fire department personnel.
- Assisted Wing Leadership in revamping the Comprehensive Emergency Response Plan for Manas AB
- Provided senior officers to serve as lead Exercise Evaluation Team (EET) member for major base exercises as well as senior officers to serve as members of the Rotational Safety Council, Emergency Management Working Groups and work order review boards
- Provided engineering input for all construction projects, including a 5 year plan for Manas
