Overview:
In 2005, numerous remotely detonated IEDs (Improvised Explosive devices) had been placed on highways, roads and routes injuring and killing thousands of Iraqis and US military personnel. The Department of the Army urgently needed to procure non-US made Electronic Counter Measures in order to protect Iraqi Ministry officials, their immediate family, and their personnel security detachments from the threat of IEDs, the #1 cause of US military and Iraqi government casualties. Sallyport was awarded the Prime Contract.
Scope of Services:
- Assembled a team of experienced procurement and logistics professionals to deliver in a timely and secure manner thirty four (34) Electronic Counter Measure (ECM) systems.
- Selected a Commercial-Off-The-Shelf (COTS) Electronic Counter Measure (ECM) currently in use by the Russian Government to protect Senior Members of the Party including the Ministry of Defence (Russia), the Ministry of Internal Affairs (Russia), and Federal Security Service (Russia).
- The jammer was selected because of its safety record, portability, effectiveness, and ease of use and maintenance. Weighing in at 14 pounds, is made to look like overhead lights typically used in SUVs, trucks and trailers. These vehicle mounted bomb jammer devices blocked a wide range of frequencies in the HF and VHF ranges with usual types of modulation and digital modulation with use of broadband signals. They were used effectively to neutralize multiple cellular frequency bands including GSM, CDMA, TDMA, iDEN, UMTS.
- The jammer covers all bands and therefore does not need to be programmed via a laptop or any other device which makes it simple to use. The device is tamper proof and tested against impact, vibration, humidity, voltage spikes (+/- 2V), and can be used between -40C and +50C.
- In the International Zone an installation and maintenance shop was set up to outfit the Iraqi Minister's vehicles with these jammers.
- After being awarded on a best value basis, 22 IED jamming devices were delivered on schedule and mounted on the Iraqi Ministry officials armored vehicles.
