Overview:
Sallyport, under the Air Force Contingency Augmentation Program (AFCAP) Contract led by URS, is providing all of the personnel and supervision to carry out the environmental spill response and remediation support of hazardous material/hazardous waste (HM/HW) for the Multi-National Corps-Iraq (MNC-I), which conducts operations at over sixty-five U.S. Forces bases across Iraq.
Scope of Services:
Sallyport provided five (5) separate Incident Response Teams (IRTs) to deal with HM/HW spill response and environmental remediation and established five (5) transition yards strategically located throughout Iraq. The IRTs whose primary responsibility is to respond to known and unknown chemical compounds ("chemicals") throughout Iraq are located at Anaconda/Balad, Speicher, Taji, Al Asad, and Adder/Talil. Each member of the IRT was equipped with personal protective equipment (PPE) to include self contained breathing apparatus and vapor protective "Level A" suits. All activities were coordinated through the MNC-I Environmental Program Manager
- Provided 24/7 coverage with a two hour response time
- Identified, characterized, labeled, packaged, segregated and loaded chemicals per compatibility standards, prior to transport to the appropriate transition yards
- Performed environmental remediation employing neutralization of acids and bases, land farming of petroleum, oils, lubricants (POLs) and other remedial methods
- For spills, consolidated soils in 55-gallon drums, trucks, or other appropriate conveyances, replaced the soil and transported the contaminated soils to the approved hazardous waste storage area
- For unknown chemicals used field expedient hazard identification kits to identify the chemicals for packaging, segregation and health and safety purposes
- Operated transition yards and stored HM/HW in accordance with TM 38-410 standards for Storage and Handling of Hazardous Materials
- Conducted monthly environmental inspection of the environmental operations at each Forward Operating Base (FOB) or Contingency Operating Base (COB) and provided a Commanders Environmental Activity Report to the MNC-I Environmental Program Manager
- Maintained a supply of PPE and miscellaneous supplies to perform the work, including ACH helmets, body armor, field instrumentation and test kits, and calibration gases for field instrumentation to ensure the safe transport of chemicals to the TY.
- Performed the additional environmental activities: (1) operated and managed transition yards (2) performed environmental inspections; (3) performed environmental restoration and remediation; (4) provided training, including HAZWOPER; (5) developed a spill response plan; (6) coordinated with the environmental compliance officer and (7) Replacements in Place and Transfer of Authority (RIP TOA) awareness training.
- Developed a contamination characterization plan for each site. Pre and post-remediation contamination characterizations were annotated in accordance with United States Central Command Environmental Guidelines.
- Generated reports summarizing the findings in the base closure environmental survey, actions taken and the results of pre and post-remediation contamination.
- Provided Hazardous Waste Operations and Emergency Response (HAZWOPER) training to the host Garrison and Mayor Cell ECO, Environmental Safety Officer (ESO) and other officers and enlistees associated with HM/HW and medical waste at each location
- Developed a spill response plan for properly managing HM/HW during field and non-contingency operations.
- Developed a checklist of items that shall require action during Replacements in Place (RIP) and Transfer of Authority (TOA)
