Overview:
In August 2005, Sallyport was awarded to be the Prime Contractor U.S. Army Contract W914NS-05-D-9025 to build a joint training facility situated next to the British base in Basrah, Iraq and manage all aspects of the base operations and maintenance.
This contract called for Sallyport to provide a complete life-support, medical, fire support and security solution for an Iraqi Ministry of Interior training camp responsible for training police and border enforcement personnel
Scope of Services:
- Sallyport mobilized on this contract within 15 days of award and currently provides a complete base operations support solution for the Camp Basrah Joint Training Academy used by for training up to 1,600 Iraqi police and Department of Border Enforcement personnel.
- Through the use of local contacts, we were able to serve meals from the Dining Hall before it had permanent power or running potable water. We established an operational warehouse before it had permanent power, water, or a road system and had barracks and classrooms ready for occupation within 24 hours of receiving the buildings. Sallyport hired and deployed approximately 300 personnel, 95% of which were local nationals.
- Within 10 days of mobilization, Sallyport Global had vetted, hired, badged, uniformed, and provided appropriate health and safety briefings to more than 150 Iraqi workers.
- Sallyport established, managed and maintained the camp IT infrastructure including the provisioning of Internet band-width. A full network (LAN, VLAN, and WLAN) was installed within 4 days to cover all the buildings and 24/7 service was provided with a response time of less than 8 hours.
- Sallyport provided the camp with housekeeping, laundry/sewing, and grounds-keeping services for 8 two-story barracks housing a total of 1600 trainees, more than 5 office buildings, a warehouse, and 6 classrooms. Sallyport staffed and ran a class II medical facility with an on-site doctor which supported the entire 1600 person JTA facility.
- Sallyport maintained and managed the camp electrical system with no downtime or disruptions over the course of the contract. The Joint Training Academy was electrified by 3 Generator pads with two 1.6 megawatt generators.
- A Reverse Osmosis Plant with two water purification systems was installed producing 160,000 liters of purified water per 8 hours. Sallyport maintained this water treatment plant and a sewage-treatment facility to ensure that safe potable water was available for the camp personnel and that brown-water was disposed of properly,
- Sallyport established a fleet of approximately 50 vehicles ranging from standard SUVs, cars, buses and up-armored vehicles and managed a complete vehicle maintenance facility with capabilities to completely overhaul vehicles. We were entrusted with managing the Government Furnished Equipment (GFE) on site which valued in excess of $40M.
- Sallyport procured and safely delivered the approximately 3,300,000 liters of fuels required to operate both the vehicle fuel points and camp electrical system. In these efforts, Sallyport employed western-standard environmental safety standards and suffered no disruptions, delays or environmental incidents.
- Sallyport provided 24/7 Force Protection within the Joint Training Academy (JTA) which included a dedicated Operations Control Room and the manning, advising and mentoring of all Iraq Checkpoints and Watchtowers.
- Sallyport also provided food service and catering management, operating three dining facilities. Sallyport conducted SERVSAFE training to ensure all employees adhered to western-style food preparation and hygiene standards.
- Sallyport served approximately 330,000 meals without any health related incidents while continuously receiving positive feedback on the quality of its food services. Sallyport has had high performance ratings in all areas as well as no significant negative incidents over its 18 months of performance.
