Overview:
Al Udeid Air Base is a United States Air Force installation located 10 miles southwest of Doha, Qatar. The base was opened in 1996 to support U.S. military operations in ongoing overseas contingency operations. Sallyport, under the Air Force Contingency Augmentation Program (AFCAP) Contract working for URS, has integrated vehicle operations and maintenance personnel into an operational Air Force Squadron known as the 379th Expeditionary Logistics Readiness Squadron (ELRS).
Scope of Services:
Sallyport provides vehicle operations and maintenance services to the 379 Expeditionary Logistics Readiness Squadron at Al Udeid AB. The workforce consists of a majority of American nationals augmented by third-country nationals. Our vehicle management staff provides daily vehicle support to the base. We manage 1040 registered AF vehicles (Including RED HORSE), 168 non-registered vehicles, and 750 leased vehicles, valued at over $122M. We have performed more than 3500 vehicle maintenance work orders while maintaining a vehicle-in-commission rate of 92% or 7% higher than previous contractors. Vehicle management provides the base with safe and serviceable vehicles and equipment to meet war fighter requirements. They are responsible for the management, repair, and accountability of the AF vehicle fleet.
- Vehicle Management and Analysis (VM&A) is responsible for tracking the efficient and economical operation and maintenance of the base vehicle fleet. We are the focal point for scheduling maintenance requirements while considering parts availability, work center manning and the needs of the customer. VM&A plans, schedules and adjusts the shop workload and authorizes the expenditure of manpower and material by the work centers. It is the focal point for the movement of vehicles and equipment to and from the work centers and for commercial contract repair activities. VM&A oversees the Vehicle Control Program (VCP), Fleet Analysis and Registered Equipment Management System (REMS) functions, and general analysis.
- Fleet Management is responsible for establishing local vehicle fleet management procedures for assignment, utilization, maintenance, disposing of government-owned and leased motor vehicles and ensuring procedures comply with AF, MAJCOM, and AFCENT Vehicle Management policy. Fleet management provides an exceptional service to the base despite the challenges associated with a rotational environment, right sizing the fleet, and coordinating vehicle requirements with local lease companies.
- Vehicle Control is responsible for training 40 rotational unit Vehicle Control Officers (VCOs) in the care and maintenance of assigned vehicle assets. We perform quarterly no-notice vehicle inspections to ensure the vehicle fleet is properly maintained, thus extending the life of the government vehicle fleet and minimizing damage to the leased vehicle fleet. We conduct Semi-Annual Staff Assistance visits with all VCOs, discussing vehicle utilization, and directing in-house rotations to balance utilization throughout our vehicle fleet. The VCF also monitors lease vehicle accident/abuse/misuse cases and all off-base traffic violations/tickets.
- Lease Coordination assists the Fleet Management Function with the acceptance, rotation, and turn-in of over 750 lease assets. We provide liaison between three vehicle lease contractors and base personnel for all lease vehicle issues, coordinate preventative/minor maintenance with the on-site lease vehicle mechanics, replace out-of commission assets with loaner vehicles, and track lease assets which go back to the contractors for major repair, registration, and rotation.
- Vehicle Maintenance Customer Service Center is the first point of contact between the vehicle user and Vehicle Maintenance. CSC technicians debrief vehicle operators and perform incoming inspections on vehicles for the purpose of determining maintenance requirements. We also perform outgoing inspections on vehicles to ensure repairs are complete and the vehicle is fully mission capable.
- General Purpose Vehicle Repair performs scheduled and unscheduled maintenance and repairs on 415 vehicles. General purpose vehicles consist of Up-Armored HMMWVs SUVs, vans, multistops, buses, ambulances, trailers, and various cargo trucks ranging in size from compact pickups to truck tractors.
- Special Purpose Vehicle Repair performs scheduled and unscheduled maintenance and repairs on 315 vehicles and equipment items. Special purpose vehicles consist of items such as earthmoving equipment, forklifts varying in size from 4,000 to 50,000 lb capacity, 463L and material handling equipment (MHE) such as 60K Tunner and 25K Halvorsen aircraft cargo loaders, telephone maintenance trucks, cable trailers, pole maintenance/boom trucks, cranes, deicers, staircase trucks, lavatory service trucks, and many other specialized vehicles and equipment items critical to the 379 AEW mission.
- Firetruck and Refueler Maintenance (FARM) performs scheduled and unscheduled maintenance and repairs on 50 crash, rescue, and structural fire trucks, aircraft refueling trucks, and ground fuel service vehicles and equipment items. Maintenance requirements for the FARM are extremely challenging, as the Fuels Flight pumps more fuel by truck here at Al Udeid than any other DoD installation.
- Materiel Control provides support to Vehicle Management using the Standard Base Supply System, Internet COPARS, local sources, and other purchasing methods to provide parts and supplies from a myriad of vehicle and parts manufacturers for the entire vehicle fleet. We keep VM&A and key personnel informed of the overall status of parts, tools, equipment and supplies. Material Control also manages all Consolidated Tool Kits and over 40 Individual Tool Kits and assists shop equipment custodians in acquiring authorized equipment. We also establish working stocks for fast moving parts and maintain appropriate levels of petroleum products.
